will comprise of an extensive incumbent core
network (generally State owned). This consists
of primary exchange hubs that are concentrated
around large cities and provinces spanning
the country.

Each local exchange will
serve thousands of
business and residential telephone lines, providing
national, mobile and international call access.
Using the incumbent's existing infrastructure and
local loop, an alternative Carrier can now provide
a competitive service focused on high margin call
services, typically Long Distance and International.
In the early stages of
market evolution this is usually
via two-stage dialling utilising a pre-paid or post-paid
'calling card' platform. Optimal's dialler portfolio fully
supports two-stage dialling for seamless customer
access to alternate Carrier networks.
Mobile operatorsIn later stages of de-regulation many new
Carriers will be licensed to provide competitive
telephony services.
The liberalisation process
will now evolve to
enable full cost-oriented interconnection for
alternate Carriers. Importantly it will also facilitate
Carrier Selection or single stage (1xx) access.
At this stage in the market
non-infrastructure
based Aggregators will now emerge to provide retail
services to both business and residential customers.
Aggregators utilise multiple
Carrier networks to provide
their 'least cost' service. Optimal's service offers
these new service providers the best route to
profit maximisation.
As the market matures,
the more competitive it
becomes. Typically there are also increased
opportunities for competitive Carriers ability to
profitably carry a wider range of call types
e.g. local calls, directory enquiries etc.
Optimal's LCR
routing technology enables both
Carriers and Aggregators to closely manage
customer call routing to ensure total adaptability
to these fast changing market conditions.
All Optimal LCR diallers are controlled by a centrally
managed platform - the OMC (Optimal Management
Centre). This provides total and immediate control of
your call routing plans with remote re-programming
and updates throughout your customer's 'lifetime'.
